Royal Society launches groundbreaking new journal Open Biology
The Royal Society today announces the launch of Open Biology, a new open access journal covering research in cellular and molecular aspects of biology. It is the Society’s first wholly open access and online-only journal.

The new journal will publish original, high quality, research in cell biology, developmental and structural biology, molecular biology, biochemistry, neuroscience, immunology, microbiology and genetics.  It will be overseen by a team of academic Subject Editors with support from an international Editorial Board. Subject Editors include Professor Peter Parham FRS, Stanford University and Professor David Glover FRS, Cambridge University. The launch complements the Royal Society’s existing hybrid, optional open access journals and open access-friendly policies.

Sir Paul Nurse, President of the Royal Society said “Open Biology is an exciting new open-access journal covering a wide range of cellular and molecular biology.  The Royal Society is a strong supporter of open-access publishing and is pleased to launch its new journal which will draw on the high standards of the Society over its 350 year history of scientific publishing.”

The funding required to make Open Biology open access will derive from article-processing charges, which will cover the expenses associated with peer review, composition, hosting, and archiving.  A Call for Papers will be issued in July  and the first article published in Autumn 2011.

Do open access biomedical journals benefit smaller countries? The Slovenian experience
Abstract: Scientists from smaller countries have problems gaining visibility for their research. Does open access publishing provide a solution? Slovenia is a small country with around 5000 medical doctors, 1300 dentists and 1000 pharmacists. A search of Slovenia's Bibliographic database was carried out to identity all biomedical journals and those which are open access. Slovenia has 18 medical open access journals, but none has an impact factor and only 10 are indexed by Slovenian and international bibliographic databases. The visibility and quality of medical papers is poor. The solution might be to reduce the number of journals and encourage Slovenian scientists to publish their best articles in them.

Responses - CSFRI - Research & Innovation - European Commission
The European Commission posted the written comments it received on its February 2011 green paper on Research and Innovation in Europe. One question in the associated questionnaire asked about OA. (See Question 20: "How should intellectual property rules governing EU funding strike the right balance between competitiveness aspects and the need for access to and dissemination of scientific results?") The contribution deadline was May 20, 2011.

Spanish Congress passes the Law on Science, Technology and Innovation with Open Access Mandate
The Plenary of the House of Representatives has finally adopted the Law on Science, Technology and Innovation by 289 votes in favor, 3 against and no abstentions, including the mandate to deposit the research results funded by the General State Administration in an open access repository. While remaining to see how this Law  still  concrete in the relevant Ministerial Order, this is excellent news that everyone in the open access community in Spain were waiting for.

From Google's English, Chapter II, Article 37:  "Open access dissemination.  1. The public agents of the Spanish System of Science, Technology and Innovation will drive the development of repositories, own or shared, to open access  publications from its research staff, and establish systems to connect them with similar initiatives at national and international level. 2. The Faculty/ research staff whose projects have been  funded primarily with public funds  will make publicly available  a copy of the final accepted version of scientific publications as soon as possible  and not later than  twelve months after the official date of publication.  3. The electronic version will be published in open access repositories recognized in the field of knowledge which has developed the research, or in open access institutional repositories.  4. The public electronic version may be used by public administrations in their evaluation processes.  5. The Ministry of Science and Innovation will provide centralized access to repositories, and its connection with similar national and international initiatives. 6. All this  without prejudice to the agreements under which authors have agreed or transferred rights to third parties, and do not apply when the results of the research activity, are susceptible to be protected under industrial property rules...."

Spanish national Thesis mandate
11 February 2011. A Royal Decree-Law has been released in which, according with its article 14.5.: Spanish Universities are asked to archive the Thesis, once approved,  in the Institutional Repository. An electronic copy of it, with all additional information, is to be sent to the Ministry of Education for appropriate purposes.

OA bill in Argentina
The Ministry of Science, Technology and Productive Innovation of Argentina have a strong interest in developing efficient scientific information systems that maximize the impact of public investments in research. For that purpose we are promoting the establishment of a legislation that will mandate research funders and institutions the creation of open access repositories to deposit the scientific and technological outputs produced by institutions and researchers part of the National System of Science, Technology and Innovation (SNCTI) and publicly funded. The bill was introduced in the Argentinean Congress by members of Argentina's House of Representatives and is being discussed

Central open access activities in Denmark
We continue to follow the promising OA developments in Denmark. Lise Mikkelsen has earlier reported on the hearing process for the first draft of the “Recommendations for implementation of Open Access in Denmark”. The final version has now been released. In “

Strategy for the OpenAccess.se programme 2011-2013
“Promote a national open access policy and create the necessary conditions for an efficient implementation of it” is one of the most important goals for the new strategy recently adopted by the Steering Committee for the Swedish OpenAccess.se programme. The main purpose of the Programme is to help increasing the share of freely available research publications on the Internet. “
Strategy for the OpenAccess.se programme 2011-2013” was adopted at the Committee’s May 23rd meeting.  The new strategy also defines goals for specific areas as well as the means to reach them.

Research Councils UK and HEFCE work together on open access
The RCUK (Research Councils UK) and HEFCE (Higher Education Funding Council for England) announced a joint commitment to OA.  From RCUK and HEFCE themselves:  "[We] have a shared commitment to maintaining and improving the capacity of the UK research base to undertake research activity of world leading quality, and to ensuring that significant outputs from this activity are made available as widely as possible both within and beyond the research community. Open access to published research supports this commitment and, if widely implemented, can benefit the research base, higher education, and the UK economy and society more broadly. To achieve this, open access needs to be implemented with clear licensing agreements, sustainable business models, and working with the grain of established research cultures and practices.  HEFCE and the Research Councils will work together and with other interested bodies to support a managed transition to open access over the medium term, and welcome the work of the UK Open Access Implementation Group in support of this aim."  From David Willetts, the UK Minister for Universities and Science:  "Transparency is at the heart of the Government's agenda, and this also applies to published research. In a recent discussion with members of the research community and publishers I stressed the importance of open access to this information for everyone, and I'm delighted that the Research Councils and HEFCE have committed to taking this forward."

Wellcome Trust urges universities to take leadership in open scientific publishing
"Creative Commons plays an instrumental role in the Open Access movement, which is making scholarly research and journals more widely available on the Web. Last month, Sir Mark Walport, Director of the Wellcome Trust, spoke at Oxford University on the role of open access in maximising the impact of biomedical research. Wellcome is one of the world’s leading funders of scientific research. Walport’s lecture was the fourth in a series on scholarship, publishing and the dissemination of research presented by the Oxford University Research Archive (ORA). The series is designed to stimulate debate on the issues surrounding changes in scholarly communications....Walport believes that science is on the cusp of an historic change in regard to publication practices and advised the university to take an aggressive role in the open access movement. Enabling Open Scholarship - LERU launches Open Access Roadmap
"LERU, the League of European Research Universities, has published its Roadmap Towards Open Access. At a launch event on Friday 17th June 2011 in Brussels, chaired by Professor Kurt Deketelaere, Secretary-General of LERU, the document was introduced by Dr Paul Ayris, Librarian at University College London. The Roadmap was developed by a group of people mainly from LERU member universities, and covers the case for Open Access, provides practical steps for universities to take to achieve it, and cites examples of good practice from LERU institutions. Responses to the Roadmap were made by Dr Carlos Morais-Pires, representating the Directorate General Information Society and Media at the European Commission, Dr Caroline Sutton from Co_Action Publishing and president of the Open Access Scholarly Publishers Association, Mr Wouter Schallier, Executive Director, Association of European Research Libraries (LIBER), and Dr Alma Swan, representing Enabling Open Scholarship (EOS)...."

Open Access Group for the Conference of Italian University Rectors released its recommended OA policy language for Italian Universities

"The Royal Society is beginning a new, major policy study on the use of scientific information as it affects scientists and society....The Society has launched a call for evidence and we are seeking input from academia, business, industry, Government, interest groups and members of the public to inform this important project. As former habits of deference decline in democratic societies, calls for greater openness and transparency are ubiquitous. Public expectations of openness grow as access to information improves. JISC scholarly communications roundtable concludes: variety will be the spice of open access
"Publishers, researchers and librarians met this week to debate the global and UK position for scholarly communications including the transition from traditional journal publishing models to open access for academic research. JISC hosted the roundtable discussion which saw experts gather to share their views on the benefits and international challenges facing higher education in making academic research more widely available, for example through open access routes....The debate looked at the possible paths to transition from the traditional journal model through to gold oa as well as talking through whether a hybrid model was also the way to go. There was agreement that peer review must remain a cornerstone of scientific publication...."

4th Report: Open Access – the View from the Academy
The Research Communications Strategy released its 4th Report to JISC. Section 1, about half the whole report, is devoted to researcher attitudes toward OA. That section makes three recommendation: "that HEFCE be encouraged to make it clear that peerreviewed OA journals will be considered the equal of any traditional journals for the purposes of the REF...; that an advocacy message from JISC be that: dissemination is an expense, OA is an alternate not an additional expense, in the context of grants the cost of OA publishing is tiny, money is available to support OA publication... [and] that consideration be given to employing high-profile figures with appeal both to the academic community and the wider public to publicise and endorse OA...."

OAPEN Final Report
OAPEN (Open Access Publishing in European Networks) funding expired at the end of February 2011 and the organization has released its final report. Excerpt: "For the next three years [2011-2013], OAPEN was looking for support from academic stakeholders that are active in the effort to achieve Open access for academic publications, in particular so called ‘Gold’ OA. We preferred to interest stakeholders already involved in OAPEN, and in a position to interest other partner organizations to broaden support and help achieve a structural solution. With this in mind, Amsterdam University Press approached academic institutes within the Netherlands to provide financial support for a limited period, with the explicit expectation that funding will be expanded to other (European) countries as soon as possible. The following Dutch institutes were prepared to provide financial support for the period 2011-2013: the Universities of Amsterdam, Leiden and Utrecht, the Royal Netherlands Academy of Arts and Sciences, the National Library of the Netherlands and Amsterdam University Press. These institutions successfully approached the Netherlands Organization for Scientific Research (NWO) to take part in financial support during this period...."

Study on the use of research information by small and medium-sized enterprises (SMEs) in Denmark
John Houghton, Alma Swan, and Sheridan Brown released a study on the use of research information by small and medium-sized enterprises (SMEs) in Denmark.  Among the findings:  "Forty-eight per cent rated research articles as very or extremely important, and among those in research roles a higher 64% did so....More than two-thirds reported having difficulties accessing market survey research and reports and Doctoral or Masters theses, 62% reported difficulties accessing technical reports from government agencies and 55% reported difficulties accessing research articles. Comparing responses on importance and ease of access, suggests that research articles and market survey research and reports are seen to be both important and difficult to access....Use of Open Access materials is widespread. More than 50% used free institutional or subject repositories and Open Access journals monthly or more regularly, and among researchers 72% reported using free institutional or subject repositories and 56% Open Access journals monthly or more regularly....Access barriers and delays involve costs. It would have taken an average of 2.2 years longer to develop or introduce the new products or processes in the absence of contributing academic research. For new products, a 2.2 years delay would cost around DKK 36 million (EUR 4.8 million) per firm in lost sales, and for new processes it would cost around DKK 211 000 per firm...."

The Researcher Development Framework and the Seven Pillars of Information Literacy
In April 2011, SCONUL presented the new and refined version of its
Seven Pillars of Information Literacy, including its own ‘lens’ focused on the particular needs and practices of HE researchers. The principles underlying this model and the Researcher Development Framework are similar; they are both aspirational in their aim of helping researchers better understand what it means to be well-rounded. The Seven Pillars are a more focused framework, but their content broadly matches much of the RDF. Given the overlap between the two documents, and the fact that they both reflect national initiatives, it makes sense for them to be seen clearly to relate to each other.

New York University Press, Media Commons to Test Online Peer Review in Project Funded by The Andrew W. Mellon Foundation
"NYU Press (NYUP) has been awarded a grant of $50,000 from The Andrew W. Mellon Foundation to develop and test a method of conducting open, public online peer-to-peer (P2P) review of scholarly monographs and journal articles. NYUP, which is part of the NYU Division of Libraries, will collaborate on the project with MediaCommons, a digital scholarly network affiliated with both NYU Libraries and the Institute for the Future of the Book....The outcome of the yearlong, Mellon-funded project will be a published white paper that will 1) assess the value and shortcomings of P2P review for the evaluation of scholarship, 2) serve as a roadmap for scholars and publishers, articulating criteria and protocols for conducting P2P review that are both rigorous and flexible enough to apply across disciplines; 3) identify the technical functionalities necessary to support these protocols; and 4) assess tools and platforms currently available for online peer review, and consider whether their functionalities will support our proposed protocols. The white paper will be made available for open peer review as part of its publication process...."

Centre for Research Communications released four briefing papers
The Centre for Research Communications (CRC) based at the University of Nottingham released four briefing papers on Research Communications Strategy:
1. Open Access: In Support of Research - This briefing paper describes how Open Access supports research. It reviews some of the benefits of OA and explains important factors that come into play for the "green" (OAI-PMH, institutional mandates, data storage) and "gold" (OA publication funds, transitional costs) routes. Best practices, such as the adoption of institutional mandates, instruction in copyright and IPR, establishment of OA publishing funds, and collaboration with existing organisations, are also included in this paper.
2. Open Access: Beyond the Numbers - This briefing paper goes beyond the discussion of the costs of Open Access and describes the case for OA in relation to the creation and dissemination of knowledge. It explains the properties of knowledge, such as intangible capital, and describes how subscription publishing works against knowledge transfer, while OA supports the sharing of knowledge and results in large public gains.
3. Open Access: Embedding Repositories - This briefing paper describes the University of Glasgow’s repository, Enlighten, and how it became embedded in the institution. The drivers for the creation of the repository, including: increasing the impact for research, presenting the University’s research profile, and complying with funding body OA policies, are also explained. The paper also describes the publication policy that has been adopted at Glasgow, as well as other developments that have moved the work forward.
4. "Gold" Open Access Publishing - This briefing paper describes some of the reasons why “gold” open access publishing should be supported. These include the need for HEIs to be part of the ongoing experiment with new business models. “Gold” OA publishing is also a way to reach immediate open access and to market research outputs, and it currently fits more readily with established workflows and cultural practices. This paper also lists practical questions that should be considered when thinking about how “gold” OA publishing can be supported at an institutional or research group level.

From the abstract: The purpose of this paper is to review some of the current literature and discuss some ways to advocate for open access (OA) programs adopted by libraries in various institutions. It points out that the library and information science/system community's enthusiasm for innovations in OA may have unintended negative financial consequences. This overview provides a list of relevant literature/resources in the area of library advocacy, with regard to the ongoing needs of OA repositories. There is a focus on OA in India....The literature review is not comprehensive but selective and fairly recent; it includes published resources from the last ten years and lists organizations advocating for a sustainable OA model....The advocacy roles for librarians in promoting the OA movement, and the challenges they are facing in this era are discussed. The author stresses that a proactive approach in information handling and collaboration with information technology staff and academics are essential for OA to be sustainable....Owing to poor or reduced government funding for libraries, librarians are forced to advocate for OA in new and different ways. Library officers/information managers serving in universities and academic institutions can launch a program to help faculty pay for publishing in OA journals, introducing the concept and securing funding through various means.

Library Planning Task Force its interim report
The Library Planning Task Force of the University of California's Systemwide Library and Scholarly Information Advisory Committee (SLASIAC) released its interim report for public comment.  "[T]he [UC] libraries may experience budget reductions of as much as $52 million, or 21 percent of their current budget base, over the next six years....[T]his cut is greater than the total library budget of any single UC campus, and roughly equivalent to the budgets of three of our mid-sized campuses....As a result of ongoing increases in the prices charged by publishers for scholarly material in both print and digital formats, the libraries will likely lose the equivalent of $17 million in buying power over the same period.  This is equivalent to the current library materials budgets of two mid-sized campuses, and means a reduction in the systemwide acquisition rate of about 200,000 items per year....The adverse effects of the anticipated budget cuts cannot be entirely avoided....However, the effects of the cuts can be mitigated through collaboration....[Recommendation 2 of 4:] Support faculty efforts to change the system of scholarly communication....To foster successful change in scholarly publishing and communication, UC faculty must be prepared to:  [1] Retain and manage their copyrights in the works they produce, [2] Participate actively in new publishing models and innovations in scholarly communication that more effectively serve the interests of the scholarly community, [3] Decline to publish in, edit or review for journals that persist in unacceptable pricing or copyright practices, [4] Encourage their academic colleagues and scholarly societies to take similar actions....Among the institutional strategies that UC might adopt or continue in support of the faculty are:  [1] Assisting and supporting the faculty as they seek to explore and use alternatives to traditional methods of scholarly publishing and develop and adopt new modes of scholarly communication that are aligned with emerging changes in methods of research and teaching.  [2] Supporting the faculty by conveying to them information about the actual costs of publications and the expenses incurred by their libraries in providing access to scholarly information.  [3] Continuing and fortifying its strong negotiating positions with publishers.  As the negotiations with Elsevier and the NPG have demonstrated, a reasonable negotiating position backed by the full force of faculty support and UC's economic clout can make a difference both to the University and to the larger community of higher education institutions.  [4] Encouraging and supporting the adoption of open-access publishing.  The many varieties of open-access scholarly communication promise both significant academic benefits, by making peer-reviewed research results available to all without subscription charges to readers or their institutions, and significant financial benefits, by reducing and permitting reallocation of the costs of scholarly publishing.  The University has already taken affirmative steps in this direction by supporting new open-access journals, helping to cover the costs for UC faculty publishing in “author-pays” open-access journals, and providing support for author compliance with the NIH open-access deposit policy.  [5] Redirecting a portion of the funding currently used for purchase of traditional print and digital publications to the support of alternative publishing models that advance the interests and values of the academic community...." SPARC introduces Open-access Journal Publishing Resource Index
New resource helps streamline launch and operation of open-access journals
Washington, D.C. – SPARC (the Scholarly Publishing and Academic Resources Coalition) today released a free online Open Access Journal Publishing Resource Index with information and documents to support the launch and operation of an open-access journal. Materials in the index will help libraries, presses, and other academic units on campuses as they work together to make the work of their researchers more widely available.

The new index complements the rich existing resource center by pointing to relevant sections in existing open-access journal publishing guides and to sample journal proposals, policies, bylaws, and other documentation to help with planning, development, and collaboration issues. Bibliographic index coverage of open-access journals in six subject areas
Abstract: We investigate the extent to which open-access (OA) journals and articles in biology, computer science, economics, history, medicine, and psychology are indexed in each of 11 bibliographic databases. We also look for variations in index coverage by journal subject, journal size, publisher type, publisher size, date of first OA issue, region of publication, language of publication, publication fee, and citation impact factor. Two databases, Biological Abstracts and PubMed, provide very good coverage of the OA journal literature, indexing 60 to 63% of all OA articles in their disciplines. Five databases provide moderately good coverage (22–41%), and four provide relatively poor coverage (0–12%). OA articles in biology journals, English-only journals, high-impact journals, and journals that charge publication fees of $1,000 or more are especially likely to be indexed. Conversely, articles from OA publishers in Africa, Asia, or Central/South America are especially unlikely to be indexed. Four of the 11 databases index commercially published articles at a substantially higher rate than articles published by universities, scholarly societies, nonprofit publishers, or governments. Finally, three databases —EBSCO Academic Search Complete, ProQuest Research Library, and Wilson OmniFile— provide less comprehensive coverage of OA articles than of articles in comparable subscription journals.

A seminar on Persistent Object Identifiers took place in Den Haag
Last week from June 14th - 15th a seminar on Persistent Object Identifiers took place in Den Haag organized by the Knowledge Exchange  Initiative. Representatives from a number of National &  State Libraries, Data Service Centers and Research Infrastructure Projects discussed challenges of PID systems, the pros and cons of having multiple PID systems (which normally rely on distinct use cases) and the relation of Linked Data (Cool URI's) and PID's. They agreed that clear policies in the use of the respective PID system is necessary as well as a need for coordination and further exchange accross the PID systems. Time and cost analysis for repository deposit: the Welsh Repository Network Mediated Deposit Bureau
Abstract: As part of the Welsh Repository Network (WRN) Enhancement Project (WRN-EP) an experimental service, the Mediated Deposit Bureau (MDB), was used to investigate the effect of outsourcing repository deposit on institutional repository services. Working with a selection of pilot institutions from WRN partners, the project team based at Aberystwyth University took responsibility for the deposit of a number of identified collections. The objectives of the MDB were to: 1. Directly increase the number of deposited items within each repository. 2. Identify per unit costs, in both time and money, for repository item deposit. 3. Engage institution staff with the repository deposit process in an attempt to embed the processes involved within their working cycle and further increase deposit. 4.Encourage further deposit by academic staff within each repository through the presence of new repository deposits. It is the second objective which provides the focus for this paper.

Preserving repository content: practical tools for repository managers
Abstract: The stated aim of many repositories is to provide permanent open access to their content. However, relatively few repositories have implemented practical action plans towards permanence. Repository managers often lack time and confidence to tackle the important but scary problem of preservation. Written by, and aimed at, repository managers, this paper describes how the JISC-funded KeepIt project has been bringing together existing preservation tools and services with appropriate training and advice to enable repository managers to formulate practical and achievable preservation plans. Three elements of the KeepIt project are described: 1. The initial, exploratory phase in which repository managers and a preservation specialist established the current status of each repository and its preservation objectives; 2. The repository-specific KeepIt preservation training course which covered the organisational and financial framework of repository preservation; metadata; the new preservation tools; and issues of trust between repository, users and services; 3. The application of tools and lessons learned from the training course to four exemplar repositories and the impact that this has made. The paper concludes by recommending practical steps that all repository managers may take to ensure their repositories are preservation-ready.

Curation Micro-Services: A Pipeline Metaphor for Repositories
Abstract: The effective long-term curation of digital content requires expert analysis, policy setting, and decision making, and a robust technical infrastructure that can effect and enforce curation policies and implement appropriate curation activities. Since the number, size, and diversity of content under curation management will undoubtedly continue to grow over time, and the state of curation understanding and best practices relative to that content will undergo a similar constant evolution, one of the overarching design goals of a sustainable curation infrastructure is flexibility. In order to provide the necessary flexibility of deployment and configuration in the face of potentially disruptive changes in technology, institutional mission, and user expectation, a useful design metaphor is provided by the Unix pipeline, in which complex behavior is an emergent property of the coordinated action of a number of simple independent components. The decomposition of repository function into a highly granular and orthogonal set of independent but interoperable micro-services is consistent with the principles of prudent engineering practice. Since each micro-service is small and self-contained, they are individually more robust and collectively easier to implement and maintain. By being freely interoperable in various strategic combinations, any number of micro-services-based repositories can be easily constructed to meet specific administrative or technical needs. Importantly, since these repositories are purposefully built from policy neutral and protocol and platform independent components to provide the function minimally necessary for a specific context, they are not constrained to conform to an infrastructural monoculture of prepackaged repository solutions. The University of California Curation Center has developed an open source micro-services infrastructure that is being used to manage the diverse digital collections of the ten campus University system and a number of non-university content partners. This paper provides a review of the conceptual design and technical implementation of this micro-services environment, a case study of initial deployment, and a look at ongoing micro-services developments.

Diversity and Interoperability of Repositories in a Grid Curation Environment
Abstract: IT based research environments with an integrated repository component environments are increasingly important in research. While grid technologies and its relatives used to draw most attention, the e-Infrastructure community is now often looking to the repository and preservation communities to learn from their experiences. After all, trustworthy data-management and concepts to foster the agenda for data-intensive research are among the key requirements of researchers from a great variety of disciplines. The WissGrid project aims to provide cross-disciplinary data curation tools for a grid environment by adapting repository concepts and technologies to the existing D-Grid e Infrastructure. To achieve this, it combines existing systems including Fedora, iRODS, DCache, JHove, and others. WissGrid respects diversity of systems, and aims to improve interoperability of the interfaces between those systems.

Analyzing the Persistence of Referenced Web Resources with Memento
In Open Repositories 2011 Conference, Austin, TX, 6-11 June 2011. Abstract: In this paper we present the results of a study into the persistence and availability of web resources referenced from papers in scholarly repositories. Two repositories with different characteristics, arXiv and the UNT digital library, are studied to determine if the nature of the repository, or of its content, has a bearing on the availability of the web resources cited by that content. Memento makes it possible to automate discovery of archived resources and to consider the time between the publication of the research and the archiving of the referenced URLs. This automation allows us to process more than 160000 URLs, the largest known such study, and the repository metadata allows consideration of the results by discipline. The results are startling: 45% (66096) of the URLs referenced from arXiv still exist, but are not preserved for future generations, and 28% of resources referenced by UNT papers have been lost. Moving forwards, we provide some initial recommendations, including that repositories should publish URL lists extracted from papers that could be used as seeds for web archiving systems.

Life Science Data Repositories in the Publications of Scientists and Librarians
Abstract: Bibliographic analysis of the sciences literature indicates that several data repositories are used by science practitioners in their research publications, conference presentations and patents. These specialized resources offer data storage, search, visualization, and sharing capabilities to the science communities of which they are a part. Some science librarians also use data repositories in their publications and in the performance of their professional duties. As the need for established data archives continues to grow, both existing and future data repositories present potential opportunities for the data-related work of science librarians.

O PubMedu

Darko, prijatelj iz Buzza, nas je spremljevalce (tako se reče udeležencem na Buzzu!) opozoril na zares koristen zapis v Search Principle blogu.  Najbogatejši svetovni servis biomedicinskih podatkov in literture PubMed je mogoče razen z lastnim iskalnikom preiskovati še s petimi drugimi iskalnimi orodji:

Biblimed je francoski iskalnik, ki deluje tudi bilingvalno in je baje zelo intuitiven. Imajo tudi svoj twitter.

GoPubMed  naj bi bil semantični iskalnik in res, ob osnovni nalogi tj. iskanju, ponuja tudi številne koristne kvantitativne podatke.

Quertle je tudi semantično koncipiran iskalnik, zato ponuja več kot samo zadetke, koristnost povečuje z njihovo analizo. V znatni meri omogoča tudi dostop do polnih tekstov.  Sledite mu lahko tudi v twitterju.

PubFocus je bibliometrični iskalnik, ki ob iskanju zagotavlja tudi statistično oz. bibliometrično analizi zadetkov.

Pubget je izrazito usmerjen v iskanje polnega teksta.

Indeks navodil za oblikovalce revij OD

SPARC® (Scholarly Publishing and Academic Resources Coalition) je mednarodna zveza akademskih in znanstvenih knjižnic namenjena razvoju sistema znanstvenega objavljanja. Nedavno so pri SPARC pripravili posebno kazalo do virov s priporočili za oblikovanje revij odprtega dostopa (Open-access Journal Publishing Resource Index).

Inside Search blog

Če je doslej Google svoje nasvete za iskanje objavljal v blogu Official Google Blog, so se zdaj odločili, da bodo to temo obravnavali v posebnem blogu Inside Search.  

Nova podoba Journal TOC

Gotovo večina raziskovalcev pozna splet JournalTOCs, kjer najdemo več kot 16.000 kazal vseh pomembnejših znanstvenih revij 826 založnikov. Med njimi npr. tudi 2.132 revij odprtega dostopa. Zdaj so obnovili oz. polepšali spletišče, opozarjajo pa nas tudi na nekatere zanimive storitve: vsa kazala so v prostem dostopu, sledite lahko kazalom revij, ki vas posebej zanimajo in si zanje naročite email sporočilo o izidu nove številke, ustvarjate lahko povezave v socialna omrežja in izkoristite tudi RSS dostop, razen tega pa si lahko storitev prilagodite tudi za posebne potrebe svoje knjižnice.

Sage Open

Spomladi najavljena revija v odprtem dostopu, ki bo objavljala recenzirane originalne znanstvene in revijalne članke iz področij družboslavja in humanističnih ved, Sage Open, je sprostila prvi nabor prispevkov.    

Knjižnični sistem 3M

Vsi, ki se ukvarjajo s knjižničarsko tehnologijo, zlasti sodobno, računalniško podprto, poznajo firmo 3M. Zdaj pri njih najavljajo knjižnični sistem za izposojo e_knjig v oblaku. Rešitev bo obsegala opremo in programska orodja za branje in izposojo  e_knjig za večino formatov, ki so danes v uporabi in ob naslonitvi na sodoben trend ponudbe materialov za dostop v oblaku (“cloud computing”).

Big Red Bikes in Bicike(lj)

Ko sem prebral vestičko o pobudi, da bi študenti na univerzi Cornell uporabljali za prevoze na kampusu  posebna rdeča kolesa mi je misel takoj preskočila na pravkar začeto ljubljansko mestno akcijo Bicike(lj). Močno upam, da bo ljubljanska ideja uspela in veliko k temu bi lahko pripomogli prav študenti, če bi akcijo Bicike(lj) vzeli kar za svojo. Res da je na univerzah, ki so organizirane v kampusih to lažje izvedljivo, vendar pa je morda prav zato, ker imajo naši študenti do svojih učnih obvez daljše poti, prav zanje ta način kot nalašč. Če se samo spomnim, kako imajo na marsikateri fakulteti težave s parkirnimi prostori, bi ta akcija lahko bila zelo blagodejna.

Digitalno opismenjevanje

Portal digitalne pismenosti – Digital Literacy Portal je pobuda Obamove administracije, s katero želijo podpreti delo tistih, ki v različnih oblikah širijo računalniško opismenjevanje v svojih okoljih. Ker je na spletu vse večja ponudba učnih možnosti pa tudi možnosti za delo preko spleta je ta vidik usposabljanja seveda pomemben za vse starostne skupine, zlasti za take, ki iščejo mesto v sodobnem gospodarstvu oz. podjetništvu.

Podobno zanimivo iniciativo zasledimo v Veliki Britaniji, kjer so nosilec opismenjevanja javne knjižnice. Kot lahko preberemo v SCL blogu jim je v zadnjih šestih mesecih uspelo usposobiti za delo s spletnimi orodji 250.00o knjižničnih uporabnikov.

Postavljam standardno vprašanje: kje smo pri nas? Če poznate v svojem okolju kakšno tovrstno lokalno iniciativo, opišite jo, morda bo z njeno popularizacijo mogoče razširiti idejo še v druga okolja.

Kot lahko preberemo v virih, 60% vseh eksperimentov ne daje pričakovanega  rezultata. Vendar pa ti podatki lahko prav tako prispevajo pomemben delež k empiričnemu znanju, koristni so žal le vsakokratnemu raziskovalcu, ker je  njihovo razširjanje, zaradi formalnega neobjavljanja, omejeno. Temu polju “negativnih” rezultatov so namenjene revije The All Results Journals,  Trenutno so objave urejene v štirih področnih revijah: za kemijo, za nanotehnologijo, za biologijo in za fiziko. Članki so v odprtem dostopu s Creative Commons licenco 3.0, izdajateljsko politiko pa predstavlja tudi lasten blog.

Še enkrat o prostem : odprtem dostopu

Zapis na BMJ broups blogu nam simpatično predstavi razliko med prostim  in odprtim dostopom (free v. open access), kot jo na primeru revije Lancet doživlja avtorica Tracey Koehlmoos iz Bangladeša.

Institucionalni repozitoriji v ZDA

Kot ugotavlja Charles Bailey ima že 80% članic (51 od 62) ameriškega združenja vodilnih raziskovalnih univerz (AAU) svoje institucionalne repozitorije.

Britanski Engineering and Physical Sciences Research Council (EPSRC) se pod okriljem agencije JISC ukvarja z vzpostavitvijo postopkov za upravljanje in zagotavljanje dostopa do javno, torej s strani EPSRC, financiranih in pridobljenih raziskovalnih podatkov. Med sicer številnimi načeli takega dostopa posebno pozornost posvečajo dvema. Prvič: raziskovalni podatki iz javno financiranega raziskovanja naj bodo kar najširše in prosto dostopni in  drugič: raziskovalni proces ne sme biti ogrožen/moten zaradi neustreznega objavljanja podatkov.

Nov oblak: DuraCloud

Če želite poslej v oblaku, torej dislocirano, pripravljati in shranjevati digitalne arhive vam bo od junija na voljo  nov ponudnik take storitve: DuraCloud. Zadeva sicer ne bo zastonj, vendar glede na velikost ponujenega “skladišča” in ob upoštevanju števila vključenih uporabnikov tudi ne pretirano draga.

O odprtem dostopu

Guru odprtega dostopa Peter Suber je objavil majsko številko svojega novičarskega časnika, ki ga poznamo pod kratico SOAN. Tokrat npr. piše o “offline” odprtem dostopu: na videz neskladna sintagma, vendar jo učinkovito pojasni in tudi spregovori o slabostih in prednostih. Pa veliko novičk o dogajanju v prostoru odprtega dostopa boste našli, vmes pa obilico koristnih povezav.

The Orwell Prize je najuglednejša britanska nagrada namenjena političnemu pisanju. Letno se podeljuje nagrada za knjige, za žurnalistiko in od leta 2009 tudi za bloge.

Več spleta za znanost

Tudi članek v The Scientistu nas opozarja na to, kako splet neizogibno spreminja sedanjost in jo seli v prihodnost. Z zagovorom vključevanja socialnih medijev v znanstveno komunikacijo kara obstoječi sistem posredovanja znanja uporabnikom, ki da še vedno premočno temelji na znanstvenih člankih, umeščenih v klasične, marsikje še papirne revije. Kot primer nove oblike komunikacije ponuja splet CancerCommons, kot mesto t.i. osebne medicine, kjer se  zdravnik, pacient in raziskovalec srečujejo v odprtem dialogu o izbrani zdravstveni tematiki.

Prihodnost knjižnic

Eno od poti v prihodnost javnih knjižnic nam odkriva najbrž tudi rešitev v novi singapurski knjižnici Clementi Public Library. Bralne vsebine med drugim ponujajo v kioskih z ekrani s “touchscreen” tehnologijo (nekaj takega kar ponujajo tablice tipa iPad in sodobni pametnih telefoni, le da je vse v povečanem merilu).

Vse o Temzi

Kako je mogoče zanimivo predstaviti reko in vsa dogajanja na in ob njej nam prikaže splet River Thames. Skušal sem malo pobrskati, koliko podatkov skriva internet npr. o Ljubljanici pa sem razočarano ugotovil, da drobtinice sicer najdem, nekaj povezanega pa ne, enako neuspešno je bilo iskanje z gesli Drava, Sava in Soča (še najbližje pričakovanemu je splet Dolina Soče).

Učna platforma OERbit

Na Univerzi Michigan je skupina Open.Michigan razvila programski paket/platformo OERbit. Platforma je pripravljena na ozadju sistema na upravljanje s podatki (CMS) Drupal pri čemer so gradili na poudarku uporabnosti za učne namene oz. konkretneje za pripravo orodij odprtih učnih vsebin (OCW). Izdelek je odprtokoden in je na voljo pod javno licenco za uporabo.

Vpliv odprtega dostopa na citiranost

Vprašanje, ki spremlja uveljavljanje odprtega dostopa (OD) od vsega začetka in je pomembno za samo znanost je, ali in kako OD prispeva k dostopu do novega znanja. Razen tega pa je seveda podatek o učinkovitosti razširjanja znanja pomembno tudi za avtorje saj je mogoče pričakovati, da bo neomejen spletni dostop do objavljenih raziskovalnih spoznanj povečal  vpliv (“impact”) avtorjevega dosežka na njegove sovrstnike (“peers”). Dokončna presoja tega vpliva žal ni mogoča, spremljamo jo lahko zgolj posredno, najpogosteje z dvema pogostejšima kazalcema, eden je število ugotovljenih spletnih dostopov do vira, drugi pa je citiranost dela v kasnejših delih vrstnikov.  Kar nekaj raziskav na temo  je bilo opravljenih doslej, predvsem s strani zagovornikov OD ob predpostavki, da bi morebitni pozitivni izidi teh raziskav podprli njegovo uveljavljanje. Ena zadnjih raziskav tega fenomena je izpod peresa P. M. Davisa v reviji FASEB.  Ugotovil je, da so v prvem letu v pogojih OD uporabniki do člankov res bistveno pogosteje dostopali, vendar pa citiranost njihovih avtorjev ni bila pomembno večja. Iz tega je mogoče zaključiti, da nova spoznanja v pogojih OD resnično dosegajo veliko širši krog bralcev, kot to uspejo viri s klasičnim dostopom. Vendar pa je le del teh samih raziskovalcev, zlasti najaktualnejših, ki tudi objavljajo v najprestižnejših revijah in ti so običajno že tako oskrbljeni z odličnim dostopom do informacijskih virov in zanje OD torej ne predstavlja posebne prednosti.

Bistveni dejavnik objektivnosti presoje tega vprašanja je seveda v zelo skrbnem načrtovanju raziskave, zlasti pa v ustrezni izbiri modela statistične presoje.

Odprti dostop kot humanitarna akcija

Peter Suber je v svojem zapisu “Open access as humanitarian aid” prikazal nekatere aktivnosti, ki jih je svet, v obliki zagotovitve hitrega in neoviranega dostopu do pomembnih informacij, ponudil v segmentih potresne varnosti in popotresne pomoči ter radiacijske zaščite prizadetim uporabnikom po nesreči, ki je zadela Japonsko 11. marca. Založbe in informacijski servisi so na eni strani spremenili sicer plačljive vsebinsko ustrezne vire v odprto dostopno obliko, na drugi strani pa so oblikovali brezplačne namenske portale za hitro preiskovanje informacij v zadevni tematiki.

Cancer Commons

Zanimiv poskus sodelovalnega orodja, ki ga omogoča spletna odprtost je platforma Cancer Commons. Cancer Commons povezuje na načelih odprte znanosti v skupnost zdravnike, paciente in druge raziskovalce, ki v sodelovanju preučujejo terapevtske modele za različne oblike rakavih obolenj s ciljem preverjanja odzivnosti posameznika na terapijo.

O tehnologijah preboja

Na spletni strani revije New Scientist najdete anketo v kateri boste lahko izbirali med petimi tehnološkimi rešitvami za katere menijo, da imajo največji obet za preboj v naslednjih 30tih letih.

Opuščajo SRA

Kot kaže bo ameriški National Center for Biotechnology Information - NCBA postopoma opustil arhiv sekvenčni odčitkov (Sequence Read Archive - SRA). Revija Genome Biology je o stališčih in morebitnih rešitvah povprašala skupino uporabnikov in jih objavila v zapisu, ki bo brez dvoma koristen napotek vsem, ki jih bo sprememba prizadela.

Priročnik za računalništvo v oblaku

Računalništvo v oblaku (“cloud computing”) že lep čas nazaj ni samo modna besedna sestavljenka ampak popularna možnost odlaganja informacijskih vsebin na oddaljenih a povsod in po možnosti tudi vsem dostopnih računalnikih, kar zlasti velja za t.i. javni oblak (”public cloud”). Seveda pa so v uporabi tudi drugačne oblike npr. delo v pogodbenem oblaku. Uporabi oblaka bo najbrž koristna zbirka pripomočkov, ki jih je pripravila Univerza Aberystwyth v dokumentu Cloud Computing Toolkit, ki je odprtodostopen na spletu.

Evidence Based Library and Information Practice - EBLIP je odprtodostopna in recenzirana revija, ki predstavlja forum za objavo prispevkov o praktičnih problemih, ki jih srečujejo knjižničarji in informacijski strokovnjaki pri svojem delu.

SloTech o znanosti

Robi opozarja na Twitterju o zanimivem zapisu na SloTech spletu s področja bibliometrije. Vesel sem, da sem odkril splet vreden obiskovanja, saj poleg novic iz znanosti in tehnologije  ponuja tudi forum z razpravami o področju.

Prav bi bilo, da dobimo slovensko “SCI” blogosfero

Dva meseca nazaj sem na uredništvo Delove priloge Znanost poslal naslednje elektronsko pismo:

pretekli meseci so v svetu popularne znanosti označeni tudi z izjemnim razmahom t.i. znanstvene blogosfere. Kot gobe po dežju so se pojavili številni novi blogi a še markantnejši je pojav, da so se pričeli grozdasto združevati v omrežja. Smerokazni ScienceBlogs
http://scienceblogs.com/ je dobil številne posnemovalce, kar lepo odražajo tudi agregatni spleti kot je npr. scienceblogging http://scienceblogging.org/. Če danes analitiki splošne blogosfere ugotavljajo rahlo (in razumljivo) stagnacijo v njenem širjenju, so si enotni v oceni, da v znanosti blogosfera še raste in pridobiva vse pomembnejše mesto. Tako za promocijo znanosti v najširši javnosti kot orodje za nove oblike obveščanja znotraj znanstvene srenje.
Slovenska znanstveno/strokovna blogosfera, ustrezno realno pričakovanemu deležu, ne zaostaja; tudi v njej lahko opazimo zelo prepoznavne in kvalitetne ustvarjalce tega žanra. Izvrstni primeri so npr. blog Nove biologije
http://novebiologije.blogspot.com/ ali blog pri Kvarkadabri http://blog.kvarkadabra.net/  ipd. Da tega ni več, je morda razlog mogoče iskati  tudi v dejstvu, da ta skupnost ni bolj povezana in da je premalo inspirativna za nove pobude in »novačenje« novih avtorjev.
Delova priloga Znanost si je v slovenskem prostoru zagotovilo jasno prepoznavno in hvalevredno mesto. Prav zato se mi zdi smiselno, da bi morda prevzeli v vašem uredništvu pobudo, da kot razširitev svojega poslanstva organizirate slovensko znanstveno&strokovno blogosfero v enotnejšem in tehnološko kvalitetnejšem konceptu.
Hvala za pozornost, etc…etc.

Odziv je bil, žal, nikakršen; da res, tudi stavka odgovora nisem dobil (in nekoč sem bil celo občasni sodelavec priloge :). Verjamem, da sem uporabil pravi elektronski poštni naslov, saj sem ga dobil na Delu. Potožil sem se tudi na tvitosferi, pa ni bilo učinka.

Ne mečem pa puške v koruzo: enako pobudo zdaj sprožam še preko bloga; morda pa ima kdo idejo, kako bi bilo vendarle mogoče vzpostaviti tako mrežno spletno mesto, kjer bi povezali slovenske blogerje iz znanosti in strok. Morda na spletu katere od univerz, ali na spletu katere od osrednjih knjižnic? Z idejami na plan!

Dostop do javnih podatkov

Univerza iz Southamptona je pripravila nov, zanimiv splet: Open Data Service. Na spletu, ki sta ga razvila Nigel Shadbolt in Tim Berners-Lee (slednji znan po razvoju svetovnega spleta!) bodo objavljali najrazličnejše administrativne podatke. Če upoštevamo, da je veliko tega mogoče prepoznati kot  podatke, ki jih tudi naša zakonodaja vključuje med tiste, do katerih MORA javnost imeti dostop (“informacije javnega značaja”), bi opisani vzorec morda bil vreden posnemanja.

Pred časom sem želel nekoliko natančneje pogledati v podatke finančnega poslovanja ljubljanske Univerze. Ne rečem, da nekaj teh podatkov nisem našel, čeprav niso bili ažurni in tudi način predstavitve je daleč od prijaznega. Ko sem primerjal to z nekaterimi drugimi univerzitetnimi spleti po Evropi, sem videl, da je naša ponudba podatkov zelo skromna. Res je naš katalog, ki definira take podatke, zelo splošen in zato mislim, da: 1. je to vredno popravka zakona in 2. bi lahko javne ustanove samodejno ponudile javnosti podatke, s katerimi bi radovednežu prijazno dokazovale transparentnost svojega poslovanja. (Morda bo potem naša UL še bolje uvrščena na Webometricsovi lestvici – letos januarja na 205. mestu).

Enkrat OD – vedno OD: žal ne!

Nedavna izkušnja, ko je zaradi privatizacije  založniške dejavnosti kanadskega raziskovalnega sveta (NRC)(verjetno vladni recesijski ukrepi!) 17 kanadskih znanstvenih revij, ki so bile odprtodostopne, znova postalo plačljivih, kaže, da odprti dostop žal ni nujno trajna dobrina!  

Univerza Nottingham

Pod naslovom Open Nottingham se je projektu Odprtih učnih vsebin - Open Educational Resources (OER) pridružila tudi Univerza iz Nottinghama.

175 let NLM

Ameriška National Library of Medicine – NLM je 175letnico obstoja označila tudi s prenovljeno spletno stranjo.  NLM je brez dvoma največja biomedicinska knjižnica v svetu, s 17 milijoni enot v več kot 150 jezikih.

In še o plagiatorstvu

Na Biblioblogu je bloger Janez objavil izjemen zapis Plagiatorstvo in njegovo odkrivanje, kjer je poleg poglobljene analize plagiatorstva predstavljen tudi program Turnitin, ki si kot kaže, utira pot tudi na Univerzo v Ljubljani. Kljub vse pogostejšemu opozarjanju na ta problem, ki med drugim sega s svojim odmevom celo v kroge politike (primer nedavnega nemškega škandala z ministrom von Guttenbergom), je poglavitna teža problema vendarle vezana na akademsko okolje. Na svojih blogih sem to temo že nekajkrat načel in se pritoževal, da problem slabo obvladujemo (>0, >1, >2, >3, >4, >5, >6, >7). Zdaj pa bomo končno tudi pri nas dobili dostop do učinkovitega orodja za preganjanja te nečednosti, ki pogosto onesnažuje ozračje med študenti in učitelji.   

Ohranjanje nacionalne digitalne dediščine

Ameriška kongresna knjižnica (Library of Congress - LC)  je po desetletnem delu objavila Poročilo o projektu ohranjanja nacionalne digitalne dediščine Preserving our Digital Heritage, ki je na voljo kot monografija v .pdf obliki.

Khan Academy

Droben tomaszpirc-ev twit me je pripeljal do izjemnega TED predavanje Salmana Khana. In spomnil sem se, da mi je njegova spletna stran KhanAcademy že nekoč lani prišla pred oči. Me je pritegnila, potem pa sem kar nekako pozabil nanjo. Mislim pa da smo o tem klepetali s sodelavci. Zdaj pa sem najprej prisluhnil Khanovemu predavanju (in užival) in priključeni diskusiji z Billom Gatesom (in užival). Nato sem se še malo natančneje posvetil spletni strani (in znova užival). Ponovite oboje in vem, da se vam bo dogajalo enako.

Uspešna podoba Odprtega dostopa

V svojem zapisu nam Richard Poynder predstavi pot revije PLoS ONE do mesta najvplivnejše znanstvene revije v svetu, kot jo vidijo vsaj nekateri najbolj vneti zagovorniki odprtega dostopa.  In Poynder se sprašuje v kolikšni meri revija nakazuje tudi prihodnjo pot razvoja znanstvene publicistike in ali je sposobna preseči nevarnosti, ki ves čas spremljajo znanstveno objavljanje.

Iskanje plagiatov

(Pre)večkrat se danes srečujemo s krajo intelektualne lastnine, ki ima obliko zapisanega besedila. Zlasti se s tem skoraj nemočno srečujejo učitelji, pa časopisni založniki in še kdo. Preverjanje avtentičnosti besedila je s prihodom spleta sicer postalo veliko učinkovitejše, žal je večina orodij plačljivih, kot je v svetu najbolj znani sistem Turnitin in njegove izpeljanke. Tega danes pretežno uporabljajo tudi ameriške univerze pri preganjanju plagiarizma. Do določene mere si sicer lahko pri tem delu pomagamo z iskalniki, vendar je tak pristop mukotrpen. Izraziteje se s težavami pri odkrivanju plagiatov srečujejo manjši jeziki, saj je na voljo premajhen nabor digitalnih vsebin, s katerimi bi lahko primerjali sporni tekst.

Na spletu sem zasledil brezplačni program Plagiarisma.Net, ki ga pa še nisem uspel preskusiti, da bi ga upal priporočiti. Zlasti ne v njegovem obljubljenem pokrivanju 190 jezikov. Dobrodošla bo zato vsaka izkušnja, ki jo bo kdo pridobil z njegovo uporabo, zato jo sporočite. 

Žlahtni podjetnik, filantrop in razumnik Bill Gates

Billa Gatesa v zadnjih letih doživljamo predvsem kot filantropa, ki v okviru svoje Bill & Melinda Gates Foundation podpira številne projekte v biomedicini in globalnem razvoju.  No, ne samo, svoj vpliv je v zadnjem času zastavil tudi za zagovor kvalitetnejšega financiranja izobraževanja v ZDA, kot nam to razkriva npr. njegov TED nastop, ki ga najdemo tudi na njegovem spletu The Gates Notes.  Skladen z njegovim zagovorom krepitve spletnih orodij v učnem procesu pa je njegov zadnji projekt, s katerim želi v nadaljevanju leta preko spleta ponuditi v uporabo predmetne vsebine prof. Davida Christiana iz avstralske Macquarie University, z naslovom “Big History”, ki dajejo pregled svetovne zgodovine od Big Banga do industrijske revolucije.
